If I could add one thing or perhaps refine one thing, to the concept of SA, its not so much that your making descions faster, though certainly thats part of it, its that true situational awareness is like watching a chess master who know to within a few moves, when checkmate will occur. every choice your opponent in ACM makes LIMITS his further choices, a Fighter pilot can see the entire fight play out in his mind, knows the fight is over before its joined. At that points its simply a question of matching his actions to the path that brings victory.

A copy of Plannings 2008 SEADIP presentation, a schedule, and general resident's survey can be found at:http://www.longbeach.gov/plan/pb/apd/special_studies/seadip.aspThis is a 20+ year plan for development in and around the Los Cerritos Wetlands and can have major inpact on local traffic and our environment. Be sure to participate in the SEADIP update. Your input is critical. Last year LB Planning staff made recommendations supporting the following projects-

2007 Proposed Home Depot Retail/food(Variance from SEADIP zoned industrial, did not meet open space requirements, ilegal lot split). The Coastal Commission staff report concluded that:
- The site is zoned industrial, through the city's Local Coastal Program, and the council approved commercial use.

- The development "could result in unanticipated and cumulative impacts" on the wetlands.

- The project failed to meet the LCP's open-space requirements.

- Wildlife could be adversely affected.

- And traffic "may adversely impact coastal access."

The Home Depot project has lawsuits pending by the Los Cerritos Wetlands, AES (Power Plant), and University Park Estates resident's association. Over 6,000 LB residents signed petitions against this project.
2007 Proposed Lennar Seaport Marina 7 story 450 condo+ 170,000 square feet retail/food(Variance from SEADIP zoned hotel, over max height 35 ft, parking issues, did not meet open space or parking requirements, setback, Shopkeeper Rd. extension on probable wetlands). This project was approved by the Planning Commission and appealed to the City Council by residents.
Lennar's proposed project - as in the case of the Home Deport design center- has raised the concerns of the Coast Commission, environmentalists, who contend the project would aggravate traffic problems in the city's Eastern coastal area and endanger the Los Cerritos Wetlands habitat. The project has been put on hold and Lennar is not longer the developer for Sun-Taki the owners of the property.
2007 SEADIP Task Force recommendation for 4-5 story mix used, residential, Food, retail with increased density with changes in FAR, set-backs, height with no traffic studies with all project "traffic mitigation" to be suggested by developers.
Traffic from the Seaport Marina with Lennar's "traffic mitigation" predicted LOS F (Gridlock) at intesections-7th at Park and 2nd at Bayshore. Traffic analysis from downtown growth predicts a +15-20% increase on Ocean Blvd, Broadway, and 4th. Traffic on PCH is 30% higher than in 1975 and is growing at 1% per year. Traffic on 2nd street has increased 20% since 1975. Prior to the 1975 SEADIP plan the City conducted 2 traffic studies. The City has not provided any evidence that new SEADIP traffic can be fully mitigated to LOS C or better.
The City has failed to implement the proposed roadway infrastructure improvements (1991Transporation Plan) or the 1991 Belmont Shore/Belmont Heights traffic mitigation studies.

MTA application was submitted

The application was submitted to Metro on Friday. Project Purpose and Need statement included: promoting sustainable quality of life in the neighborhood, discouraging vehicle speeding and cut through, and providing a safe environment for pedestrians and bicyclists.

I think we have a competitive application. We will know the results in May.

Broadway on the list for MTA budget

Hi Michael,

Yes. The Broadway streetscape project was on the list of the projects that the Council approved last night. The Council's approval allows us to prepare and submit applications to the MTA by January 26 to compete for funds.

MTA will release the list of approved projects in May-June 2007. If this project qualifies for funding, the funds to construct the project will be allocated in 2009. The City may begin design work after we receive confirmation of project approval from the MTA.

Hi Diane, Each building permit is good for six months. Within six months of pulling a building permit, the applicant must call for an nspection of the work. If the building inspector isn't satisfied with the work and won't sign-off on it, the applicant is granted another six-month period and so on. If a six-month period passes without an inspection, the applicant is required to pull another permit for the work and pay all new fees.

A brand new permit was issued for this property within the past couple of days. The applicant is planning to replace the foundation of the existing home. The
applicant has pulled several building permits in the last few years - new plumbing
and windows, sandblasting, reroofing - none of which have been finaled yet.

Thanks for the info on 4500 4th Street that you posted on the BHCA website. Are there any guidelines/regulations as to how long an owner can leave property in such a condition. It has been over a year that they've been working on the property and about 2 months since it's been enclosed by fence, vacant, and with nothing happening.

bomb squad truck responding

The bomb squad truck responded around 10am. It was traveling west on 7th street, and had to drive against traffic on the east bound side. This occurred in front of the VA Hospital.
